man/glsa-check.1: update the glsa-check man page
* Remove "Gentoo" from the name. It is obvious. * Change "SYNTAX" to "SYNOPSIS" which is more common among man pages * Update description to use the command name vice "This tool" * Move bug reporting information to BUGS section * Remove references to the "portage tree".
