Header, loader and validation layer of oneAPI Level Zero. Used by recent upstream versions of dev-libs/intel-neo. Note that USE=test is a no-op for now because even though upstream provides a CMake option to disable the building of tests, there aren't actually any tests yet - at least in the release tarball.
