Greatly simplify initscript to allow symlinking of unit files
for openrc. This approach follows upstream recommendation to
use config file instead of command line args.
Also proper systemd unit with socket activation from upstream.

If dnscrypt-proxy is daemonized, journald cannot
log any errors that occur. All systemd service files
should *not* be daemonized.

Make it possible to select easily select resolver using the
upstream-provided CSV file, rather than having to manually specify
parameters. Keep the default as the same Cisco OpenDNS provider.
Also use ephemeral keys by default to improve security.

* remove unused eutils inherit
* fix dependency on sys-apps/systemd (it's not just RDEPEND)
* add missing DEPEND on virtual/pkgconfig
* remove automagic dependency on ldns to avoid dependency
breakage and depend on it unconditionally (there is no
build-system switch)
* don't install COPYING, it's already in LICENSE variable,
also simplify DOCS string
* add pkg_postinst() information on usage
* minor cosmetic changes

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
