there's no need to remask it in all the profiles.

Not even sure what this hardware is, but xf86-video-nsc was not even in
the tree at the time of the git conversion.

This moves the masking of the libvirt USE flag from several architecture
profiles to the base architecture profile and unmasks it on amd64 and
x86, which are the only architectures currently supported by libvirt.

Fix variable references in make.defaults to always use double quotes, as
required by PMS 5.2.4:
> Each line contains a single VAR="value" entry, where the value must be
> double quoted.

net-libs/libnetfilter_conntrack is stable on alpha, arm, mips and
ppc; so no masking is needed on these archs. It is also unecessary
for nios since neither dnsmasq nor libnetfilter_conntrack have
keywords there. On the other hand, a mask is required for the
FreeBSD and mips profiles since there dnsmasq is keyworded while
libnetfilter_conntrack is not.

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
