Correct the description of SSL/TLS-related flags to match their modern
use. USE=ssl is a feature flag that enables support for SSL/TLS,
while USE=gnutls and USE=libressl are implementation toggling flags.
Unify the descriptions a bit. Make sure to mention both SSL and TLS
to avoid confusion. Inform about the necessity of enabling USE=ssl
in both implementation flags, and replace 'might' with 'if present'.

The Xinerama extension is not widely used any more. This flag instead toggles support for the API which applications use to query the screen geometry on multi-monitor systems. Update the description to match the current behaviour.

Remove the misleading "…is mandatory if you work in multiple monitors
setup", which hasn't been true since a while. Modern X systems do not
require Xinerama for mulithead any more. Therefore add a hint that it is a
legacy extension.

These have converted into local flags of their respective packages.

It's meaning will be the same as CROSSCOMPILE_OPTS=headers-only.
The difference is it will not be hidden.

The flag is forced and masked by default and then unmasked where
necessary. Note that there are some big endian host values listed in
tc-endian() that we do not have profiles for.

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
