absolutely needs to adopt it upstream, but it's quite popular, and
we're not in a hurry to drop gtk2.

Building net-misc/openvswitch on a host with sys-libs/libunwind
installed results in several binaries being linked to libunwind.so.
As net-misc/openvswitch lacks a dependency on sys-libs/libunwind,
installing a binpkg created on such host will result in broken binaries.
There is no configure option to disable libunwind, and upstream enables
the dependency unconditionally in their RPM spec, but as we support
architectures that do not support libunwind, this is not an option.
Add a USE flag to toggle libunwind via the autoconf macro.

ROCm libraries with version <5 are cleaned up, remove version 4 support
for rocm.eclass.
RDNA3 has initial support in ROCm libraries starting from 5.4 releases.
Enable gfx110* amdgpu_targets in rocm.eclass and add corresponding
description.

Standalone prefix has always configured gcc with a sysroot, but the
location of this sysroot is different at build time when
cross-compiling. gcc has a separate configure option for that.
prefix-guest systems do not have a sysroot applied, as they use the
host's libc.
Move this code from the prefix profile into the eclass so that it's less
of a special case. We can avoid relying on the `BOOTSTRAP_RAP_STAGE2`
variable by checking for the `prefix-guest` USE flag instead, as a
prefix-guest profile is now used for RAP stage 2.

The toolchain expects to find the libc's files under its own sysroot. This
sysroot is automatically prepended to paths found in ld scripts, such as those
installed with glibc. We configure standalone prefix systems with a sysroot, so
these paths should not be prefixed. However, Gentoo Prefix has traditionally
left them prefixed and stopped the compiler from passing the sysroot to the
linker instead. It is better to strip the prefix and let the sysroot do its job,
as this makes cross-compiling much less awkward.
prefix-guest systems do not have a sysroot applied, as they use the host's libc,
but they would not install glibc anyway.
This change is not needed for musl, as it does not install any ld scripts.

The use flag has some issues building, adds an additional layer of
complexity and it's advantage is uncertain.
It needs some love to get the cmake options attached to it right and
see, if some of them need additional guards related to use flags in use.
We might also decide to remove this use flag completely in the future.

From version 8.0.0 ReText uses PyQt6 and optionally
PyQt6-WebEngine, therefore mask >=app-editors/retext-8.0.0
since dev-python/PyQt6 is also masked.
