dev-perl/Net-SNMP: Fix packaging and incorrect dependencies

- EAPI6 instead of EAPI5
- No MY_P=/S= sillyness
- Dependencies that support certain paths that expert
  usage could avoid ( ie: non-encrypted SNMP ) migrated to
  USE=minimal
- Test dependency added
- Missing Crypt-Rijndael and Socket6 dependencies
  added to support features that could require them.
- Examples now regulated by USE=examples
- Dropped keywords for alpha, arm, ppc, ppc64 due to new dep Crypt-Rijndael
