vcs-clean.eclass: Split off clean helpers from eutils.eclass.
Split off functions ecvs_clean, esvn_clean, and egit_clean into
a dedicated vcs-clean.eclass. No code changes.
For backwards compatibility, eutils inherits the new eclass in
existing EAPIs.
