dev-lang/julia: version bump to 1.7.0
The ebuild for julia 1.7.0 with patches: - llvm 13 compatibility - libgit1.2 compatibility - avoid hardcoded libraries - do not build the library a second time - do not set rpaths Some patches come from Arch Linux.
