Note: the filesystem is not a huge hit, and the utils package was last
released in 2011. It uses CVS as its version control, on sourceforge!
which means that it's been decommissioned in 2017 and there was no one
left to migrate or something. Discussion lists are inactive except the
one hooked into kernel.org, which is only used for discussing the kernel
driver not the utils.
It's not clear how to effectively report a utils issue, or what would
happen if we did.

Per news item 2024-01-05-usr-initramfs, we no longer support this use
case. It is fragile and hacky and leads to bizarre forms of load errors.
The functionality is, despite being called "split-usr", not really about
split-usr at all.

I cannot seem to get these tests to fail for me but re-ignoring them is
likely the best idea in the meantime.
The current maintainer is also happy with me becoming a co-maintainer of
this package.

This toolchain func was recently added, and is a lot more reliable than
get-flagq, for example if the active flags contain `-flto -fno-lto` then
tc-is-lto gets it correct. We would rather use this wherever possible.
