These changes fix:
- compile with python-exec[-native-symlinks]
- GCC 14 compatibility
- NumPy 2 compatibility
- documentation issues:
* partially missing docs on the first install
* duplicated docs on reinstalls
- missing blas USE flag
- missing pytest dependency
